SANTRI EN – The tradition of giving (Tunjangan Hari Raya) THR in Indonesia before Eid has become an inseparable part of Indonesian society.
Both laborers and civil servants look forward to THR as additional income to meet their needs and celebrate special moments with their families.
The History of THR in Indonesia
The era of President Soekarno’s administration. In 1951, the then Minister of Home Affairs, Sukiman Wirjosandjoyo, proposed granting THR to civil servants to improve their welfare. Initially, THR was given in the form of money ranging from Rp125 to Rp200 perak, supplemented with rice rations.
Seeing that civil servants received THR, laborers also began to demand the same rights. In February 1953, they voiced their desire to receive THR. It wasn’t until 1994 that the laborers’ struggle paid off.
The government issued the Regulation of the Minister of Manpower Number 04 of 1994 concerning Religious THR for Workers in Companies. This regulation requires companies to provide THR to laborers who have worked for three months or more.
The THR regulation was later revised in 2016 to become the Regulation of the Minister of Manpower Number 6 of 2016 concerning Religious THR for Laborers or Workers in Companies.
This regulation stipulates the amount of THR that must be given to workers, namely:
- Workers with a work period of 12 months or more: receive THR amounting to one month’s salary.
- Workers with a work period of three months or more: receive THR calculated as one month’s salary multiplied by the length of service, then divided by 12.
